By default, the chat on USTREAM does not allow guests to chat without logging in, and there is nothing on the "options" tab to allow moderators to change this, but I knew it was possible because I have seen channels where this is allowed.

I got this info from a helpful person (but I haven't tested this myself):

there are two ways either !moderationoff or do /mode #remix-fiction -m
i believe !moderationoff is correct both need at least a moderator or the administrator of the broadcast
the command is entered into the chat text window when the chat is active
if the cam is down for 4-5 days or more i think it defaults back to must login or something
just pass the two ways to unmoderate the chat and also mention to get in the habit of doing it everytime he turns on the game just to make sure
