Unfortunately I don't think a rubbing would be effective. Certain areas are very light on the indentations, so it probably won't be picked up on a rubbing.

So I got the letter in the mail today and I've been at it with some lights. Here's what I've got so far:

VI: G3 Bb3 D4 G4
VII: C3 D3 B3 E4

IX: G3 B3 Db4 Bb4
X: B3 E4 Fb4 Gb4
XI: C3 Eb3 B3 E4
XII: C4 Eb4 G4 C5(B4?)
XIII: ??
XIV: A3 B3 A4 D5
XV: C3 Eb3 Ab3 E4
XVI: B3 D4 E4
XVII: F3 A3 F#4 Eb5
XVIII: F3 A3 F4 C#5
XIX: ??
XX: C3 Eb3 E4
The ?? means I couldn't read the notes well enough. There are a few notes that I'm not entirely sure what they are (could be one note higher or lower) It really gets difficult to read the indentations in the lower right corner of the letter. Also it looks like horizontal lines have been drawn on certain areas, and they don't entirely match up with the rules on the paper, so that confuses things a bit as well.
This is actually very close to the intended message.
